State Health Society, Bihar
State Health Society, Bihar has been specially established to provide proper guidance to all its functionaries about receiving, managing and account for all the funds which are usually received from the Ministry of Health & Family Welfare, Government of India. It regulates all NGOs / PPP (Public-Private partnership) components that operate under NRHM in this state. It also manages disbursement of funds and execution of contracts as well as monitors their performance. When it comes to policy development and analysis, SHS play decent role as a resource centre for Health & Family Welfare Department, Govt. of Bihar. It also works to mobilize financial/ non-financial both resources for complementing all NRHM activities in the state of Bihar. To enhance healthcare infrastructure status in the state, Govt. of Bihar has also established a special authority named as Bihar Medical Services & Infrastructure Corporation (BMSICL) operating under Department of Health and Family Welfare, Government of Bihar. Bihar Medical Services & Infrastructure Corporation Limited (BMSICL) has been incorporated on 26th July 2010 under section 617 of Indian Company Act 1956 as per the Sankalp cum Memo no. 466(12) Dated 19.05.2010 of Health Department, Govt. of Bihar. The Corporation is mainly responsible for undertaking construction of healthcare facilities and all health related infrastructure or buildings in the State. BMSICL distributes drugs and equipment for all the establishments that take place under the Department of Health, Govt. of Bihar. It also works for healthcare services management, public private partnership for healthcare service delivery and related areas.

Health Schemes in Bihar
Govt. of Bihar has been continuously working towards betterment of its citizens. Several health schemes or programmes have been launched by state government over the years for improving health care services and overall health status in the state. Below is given brief description about these health schemes.
National Leprosy Eradication Programme
“Leprosy work is not merely medical relief. It is transforming frustration of life into joy of dedication, personal ambition into selfless service" quoted by Mahatama Gandhi shows his dedication towards the eradiction of this disease which creates a rift in the life of affected patient. National Leprosy Eradiction Programme (NLEP) shares the vision of Mahatama Gandhi and is working towards achieving aim of laprosy free India. It is basically central government funded programme. Fund for this health programme is mainly provided by World Health Organization (WHO) and then central government issues to the state government for providing free treatment to the leprosy patients. Under this scheme leprosy patients are detected and then free treatment is provided to the sufferers. NLEP was separately functioning in Bihar before 2000 and thereafter it got integrated with common health system. At present, leprosy treatment is easily available in this state with other health care services. People are being educated about leprosy and its treatment and along with officers are appointed for detection of leprosy patients in the region and providing timely treatment to them.

Chief Minister Kalazar Rahat Scheme
Malaria Eradication Scheme has been running by Govt. of Bihar as ‘Chief Minister Kalazar Rahat Scheme’. Under this scheme, patients who suffer from malaria are being treated and financial help is provided to the malaria patient and his/ her caretaker as well. The scheme aims best possible treatment to those affected by Kalazar. Under the schme all those admitted with Kalazar will receive the monetary assistance of Rs.150 and the caretaker of the patient will also get an amount of Rs 150 per patient. Revised National TB control Programme (RNTCP)
Reemergence of Tuberculosis (TB) has been a major concern in India and Bihar . In Bihar it continues to be a serious health threat due to poverty and high illiteracy. Revised National TB Control Programme (RNTCP) is running for controlling TB in the state. Patients suffering from TB are detected and provided treatment to reduce TB in the region. Besides, infants are immunized by giving BCG dosage to prevent occurrence of TB.
Diabetes Care Programme
There is an increase in concern over the rise of diabetic patients in Bihar. It is assumed that around 10 percent of total diabetes patients in the country are from Bihar. Govt. of Bihar is committed to prevent increasing number of diabetic patients in the region. 'Changing Diabetes Barometer Project' is a MoU signed between Bihar Government and Novo Nordisk Education Foundation (NNEF) founded by Noble laureate Novo Nordisk. It aims to create mass awareness programms to control the spread of this disease. It will also help those suffering from diabetes to lead a healthy and hassle-free life. People are being educated about Diabetes and its prevention and treatments available.
Janani Bal-Surakhsha Yojna
Janani Bal-Surakhsha Yojna was
successfully launched in July, 2006 for decreasing maternal and infant
mortality rate in the state. Under this scheme, pregnant women are
encouraged for institutional delivery. AASHA volunteers work for
encouraging pregnant women and guiding them about safe delivery and
vaccination process for infants. Besides, a fix amount as incentive is
provided to the pregnant woman and the related AASHA workers on

Child Healthcare Programme
Child Healthcare Programme has been initiated by Government of Bihar for improving child health status in the state. Integrated Management Neonatal Childhood Illness (IMNCI) trained health workers provide three times post natal care for infants at home. Newborn Care Corner (NBCC) provides health care facilities for infants at primary health center level. NBCC in primary health care centers, Special Newborn Care Unit (SNCU) in district hospitals and Newborn Stabilization Unit (NBSU) in anumadal and referral hospitals have been established for providing timely medical assistance for under-weight and ill infants. Breastfeeding is promoted for better health of infants. Navajat Sishu Suraksha Karyakram (NSKK) has been initiated for providing proper health care facilities for infants and newborns at time of birth. Besides, vaccination has been promoted for saving infants from chronic ailments.
D-Worming Programme
State Health Society, Bihar (SHSB), Bihar Education Project Council (BEPC) and an international society ‘Deworm the world’ signed a MOU on 30th August, 2010 to provide Albendazole medicine for all the children under age of 6-14 in schools of the entire state. This school based D-Worming Programme was initially started in Patna and Supaul districts of the state. The first round of school-based D-Worming Programme in Bihar carried out in 2011 treating 17 million children successfully. Second round took place in 2012 treating 16.3 million children. And third round was initiated in January, 2014 targeting over 17 million children for de-worming treatment using Albendazole. It was world’s largest school based d-worming initiative that took place in Bihar covering over 17000 government schools in the state. Main objective of this programme is providing good physical and mental health to the children.
National AIDS Control Programme (NACO)
India’s first National AIDS Control Programme was launched in 1992 to control and prevent AIDS in the country. National AIDS Control Organisation (NACO) was constituted to implement the programme all over the country. From then it is operational in India and 35 State AIDS Control Societies (SACS) have also been established for implementation of the programme on state level. SACS are basically autonomous and decentralized organizations. However, Each State AIDS Prevention and Control Society has a governing body as its highest policy-making structure which is headed either by the Health Minister or the chief secretary. It has board representatives from key government departments, private health sector and PLHA networks, trade and industry, civil society. Administrative and financial powers are vested in the Executive Committee and the Programme Director for ensuring better financial and operational efficiency. Bihar State AIDS Control Society provides medical assistance in Bihar for AIDS patients as well as takes necessary actions to control and prevent AIDS in the region. It also supports blood banks in arrangement of blood.

National Programme for Control of Blindness (NPCB)
National Programme for Control of Blindness (NPCB) was started in 1976 for controlling blindness in the country by improving eye care services and health care infrastructure. This programme has been initiated to reduce the backlog of blindness through detection and treatment of blind at primary, secondary and tertiary stages based on proper assessment of the overall burden of visual impairment in the country. It works for prevention of visual impairment through provision of comprehensive eye care services and ensuring quality service delivery. NPCB lays stress on preventive measures and increasing and expanding research for prevention of blindness and visual impairment. Emergency Medical Service/ 102 – Ambulance ServiceA toll free number - 102 was launched in Bihar during 2006-2007 for availing emergency medical service or ambulance service. Under this scheme, emergency transport facility is provided in form of ambulance service in all districts of the state.
