Bihar is a state located in northern part of India. It is the 12th largest state of India in terms of geographical size and is spread over vast area of 94,163.00 sq. kms.
Besides, it is 3rd most populated state in the country. Earlier, Bihar
had been a
part of Bengal Presidency under British Raj in India. In 1912, a new
province of Bihar and Orissa took place after separation from Bengal
Presidency having Patna as capital. In 1916, Patna High Court came in
existence. In 1935, certain portions were reorganized into separate
province of Orissa shaping a separate province of Bihar which later
became a separate state in 1936. Thereafter, in 2000, southern part of
Bihar was carved out to form a new state of Jharkhand and thus northern
part of then Bihar remained as present state of Bihar with Patna as its
administrative capital. All major government offices including High
Court are located in Patna, the state capital.

Bihar Legislative Assembly
The government, politics and administration in Bihar is controlled on the same lines as in other states of the country. The state follows a bicameral system of government i.e. it has two houses – the Bihar Legislative council (Vidhan Parishad) consists of 75 members and Bihar Legislative Assembly (Vidhan Sabha) consists of 243 members. Bihar has 40 seats in the Lok Sabha – the lower house of Parliament. Like all other states of India, the head of the state is the Governor, appointed by the President of India. His or her post is largely ceremonial. The Chief Minister is headed by a group of ministers with independent power. The Chief Minister is the head of government and is vested with most of the executive powers.
Bihar is one of the oldest inhabited places in the world.
First republic in the world was in Bihar "Vaishali".
Ancient Patna, known as Pataliputra, was the capital of the Magadha Empire.
Dr. Rajendra Prasad, the first President of the Republic of India hailed from Bihar.
State of Bihar is mainly headed by
Governor, who is the constitutional head of state government and is
appointed by the President of India. While real executive power rests
with Chief Minister and his/ her cabinet ministers having independent
powers. Chief Minister is the head of government of the state.
Bureaucracy of the state is headed by Chief Secretary. At present, Nitish Kumar is the Chief Minister of Bihar and heading state government.

Earlier,
Bihar had a unicameral legislature which later got converted into
bicameral legislature system under the Government of India Act, 1919. At
present, Bihar is one of the seven states having bicameral legislature
in India. Thus, this state has two legislative houses – first one is
Bihar Vidhan Parishad (Bihar Legislative council) having 75 members and
second one is Bihar Vidhan Sabha (Bihar Legislative Assembly) which has
243 members. Bihar has total 40 seats in the Lok Sabha - lower house of Parliament and 16 seats in the Rajya Sabha - upper house of Parliament.
Bihar Vidhan Parishad (Bihar Legislative Council)

Vidhan Parishad, also known as Bihar Legislative Council forms upper
house of Bihar Legislataure. A separate Legislative Council for Bihar
came into existence in 1936. Bihar Vidhan Parishad is a permanent body
which is not subject to any kind of dissolution. Members of this council
are indirectly elected through an electoral college for six years. At
present, there are 27 committees functioning under this Council and
along with three financial committees are also in functional stage
consisting members of both houses of the State Legislature. Bihar
Vidhan Parishad has a total of 75 members. Presiding officers of Bihar
Vidhan Parishad are known as Chairman and Deputy Chairman.

Vidhan Sabha, also known as Bihar Legislative Assembly, forms lower
house of bicameral legislature in Bihar state. In 1937, Bihar
Legislative Assembly came into existence. Unlike Vidhan Parishad, Bihar
Vidhan Sabha is not a permanent body and is subject to dissolution.
Members of Bihar Legislative Assembly are directly elected by the people
for six years or till the assembly dissolves. There are three sessions
(Budget, Monsoon & Winter) every year that took place in the Legislative
Assembly. Bihar Vidhan Sabha consists of total 243 members. Present
Jitan Ram Manjhi government is a minority which is supported by the
Congress, RJD and CPI to form majority status. Shri Uday Narain
Choudhary is the speaker of Bihar Legisaltive Assembly.

Judiciary in Bihar
Like
other states of the country, Judiciary in Bihar is also headed by the
Chief Justice. Patna High Court adjudicates over matters relating to Bihar. Established on February 3, 1916
it got affiliated under the Government of India Act, 1915.
However, it commenced work from 1st March, 1916. Patna High Court has given two Chief
Justice of India, first was Hon'ble Mr. Justice Bhuvaneshwar Prasad
Sinha, the 6th C.J.I. and second was Hon'ble Mr. Justice Lalit
Mohan Sharma, the 24th C.J.I. Justice Gyan Sudha Misra who hails from Bihar is the first woman judge of the Supreme Court of India. Justice Rekha Doshit who is currently Chief Justice of Patna High Court is the first woman to hold this coveted office. Apart from high courts there are many district and session courts for looking into judicial matters of that particular region.
